INTRODUCTORY NOTE
In the compilation of this register, the current records in the office of the Clerk of the House of Delegates have been used, and in addition the following manuscripts in the Virginia State Library: a file of the pay vouchers from 1781 to 1865; the election certificates from 1776 to 18-10, with some gaps; auditors' journals after 1780; attendance books kept by the clerk of the house, 1781 to 1898, with some missing volumes; test oaths for the early years, an irregular and incom- plete file; senate and house journals, when available, if the printed volumes were missing. The following printed sources have been used: senate and house journals, reports of the secretary of the commonwealth, manuals of the house, manuals of the senate, and the various almanacs. Of the printed sources the almanacs have been used with the most caution, due to the fact that the list for any year was printed in October or November preceding the beginning of the session, and before the correct list was made up from the election returns by the clerk. For purposes of comparison, the almanac lists have been useful. Sometimes it has been necessary to use all of these sources to determine a question that would arise about a single name. By careful comparison, checking and rechecking, it has been possible to compile a register with only eleven omissions of names of which we are aware. It will be observed that occasionally a county will have three or four names instead of the number to which it was entitled. In early years the election was in April and the session began as late as October or Novem- ber. It sometimes happened that a delegate elected in April would die or become disqualified by accepting another office before the session began. In such cases his name appears in the proper place as a regular member, and the name of his successor also.
A member was sometimes disqualified after he had been in attendance for a month or more; a special writ of election was issued, and a successor chosen. In such a case both names are in the register. In contested elections where the defendant or seated member was removed, his name properly appears in the register, for the reason that he voted up to the time of his removal, and was paid for his services to that time. The name of a candidate who was not given a certifi- cate by the sheriff, and; therefore, not seated at the beginning of the session, and who contested the election unsuccessfully, is not included.
The reader will find three arrangements of the names:
1. By sessions. At the end of the list of each session there has been added the names of members who died, of those who were removed, and those who were disqualified. These notes have been prepared after careful reading of the journals of each session. A member was not permitted to resign unless for sickness, or for some other very urgent cause. In the early years there are frequent instances of members who accepted minor offices, such as coroner or under-sheriff, with the intention of being disqualified, and removed from the assembly.
2. By counties. This arrangement includes names of delegates only. The inclusion of senators' names was not possible under counties, for the reason that, the senatorial districts have sometimes included two or more counties.
3. An alphabetical arrangement of all members, with a statement after each name of the sessions served. In the arrangement of these names much time and labor has been spent. The chief difficulty has been the occurrence of the same

names representing different persons. County histories and genealogies and all other resources of the State Library and of the office of the Clerk of the House of Delegates have been exhausted in the determination of questions arising from the similarity of names. Whenever it has not been possible to identify two names as representing the same person, both names have been printed. Later research may show that in some instances the two names belong to the same person.

Governors of Virginia, 1776-1918
Patrick Henry. July 5, 1776-June 1, 1779. Thomas Jefferson was elected on June 1, 1779, and from a resolution passed by the Senate on June 1, referring to Patrick Henry as late governor, it is presumed that Jefferson became governor on the day he was elected.
Thomas Jefferson. June 1, 1779-June 12, 1781. Thomas Nelson was elected on June 12, 1781. He first appeared in council on June 19.
Thomas Nelson. June 12, 1781-November 30, 1781. Thomas Nelson resigned before the end of his term.
Benjamin Harrison. November 30, 1781-November 30, 1784. Benjamin Harrison was elefHd on November 30, 1781, and first sat in the council on December 1.
Patrick Henry. November 30, 1784-November 30, 1786. By order of General Assembly Patrick Henry's term began on November 30, though elected on November 17, 1784.
Edmund Randolph. November 30, 1786-Novem- ber 12, 1788. By order of general asembly Edmund Randolph's term began on November 30, 1786, though elected on November 7, 1786. He resigned on November 12, 1788.
Beverley Randolph. November 12, 1788-Decem- ber 1, 1791. Beverley Randolph, as lieutenant governor, succeeded Edmund Randolph on November 12, 1788, and served until December 3, 1788, when he was duly elected governor by the General Assembly.
Henry Lee. December 1, 1791-December 1, 1794. Henry Lee was elected on November 1, 1791, but by order of General Assembly his term did not begin till December 1, 1791.
Robert Brooke. December 1, 1794-November 30, 1796. Robert Brooke was elected on Novem- ber 20, 1794, but by order of the General Assembly his term did not begin till December 1, 1794. A few days before his term as governor expired he was elected attorney general. This position he accepted on November 30, 1796. James Wood, lieutenant governor, acted as governor from November 30 to December 6, 1796, when he was elected governor. He appeared first as the elected governor in the council on December 7, 1796. Patrick Henry was elected governor on November 25, 1796, but on December 3 he declined.
James Wcod. November 30, 1796-December 6, 1799. James Wood served through December 6, 1799, for on December 7, 1799, Mr. Hardin Burnley was acting as governor, ajid so acted until December 11, when he resigned, and Mr. J. Pendleton acted as governor in his place. On December 19, 1799, James Monroe first sat in the council.
James Monroe- December 19, 1799-December 29, 1802.
John Page. December 29, 1802-December 11, 1805* John Page was elected on December 11, but no date was specified for the beginning of his term. He first sat in council December 29,. 1802.
William H. Cabell. December 11, 1805-December 12, 1808. William H. Cabell was elected on December 7, 1805. On December 11, he took the oath and on December 12, first sat in council.
John Tyler, Sr. December 12, 1808-January 15, 1811. John Tyler, Sr. was elected governor on December 9 , 1808. He took the oath on Decem- ber 12, and first sat in council December 12. On January 15, 1811, he accepted a position as federal judge of the district court of Virginia.
James Monroe. January 19, 1811-April 3, 1811. James Monroe was elected governor on January 16, 1811. He took the oath on January 19, and first sat in council January 19, 1811. G. W. Smith was acting governor January 15-January 19, 1811. Monroe accepted the appointment of secretary of state, and in council on April 3,
1811, declared the office of governor vacated. George William Smith. April 3, 1811-December
26, 1811. He was elected governor on Decem- ber 5, 1811. He first sat in council as elected governor on December 6, 1811. He lost his life in the burning of the Richmond theater, December 26, 1811. Wilson Cary Nicholas. December 11, 1814-Decem- ber 11, 1816. W. C. Nicholas was elected on November 10, 1814, "from the 11th day of December next."

(Official records of Union and Confederate armies, Ser. 3, v. 5, p. 14). Governor Smith's
letter to Gen. H. W. Halleck of May 20, 1865, closes his effort at retaining the governorship, and should be considered the end of his term. Gov. Pierpont arrived in Richmond May 26, 1865. Francis H. Pierpont. May 20, 1865-April 4, 1868. F. H. Pierpont was elected in May, 1863, by western counties, for a four year term; be- ginning January 1, 1864, he acted as governor for the few counties under federal control, with Alexandria as the capital. On May 26, 1865, ' he removed the state offices to Richmond. His term should have ended on January 1,
1868, but was extended to April 4, 1868 by the general commanding the first military district.
Henry H. Wells. April 4, 1868-March 27, 1869; April 2, 1869-September 21, 1S69. H. H. Wells was appointed governor April 4, 1868 by General Schofield (General order 36). On March 27,
1869, he was removed by General Stoneman. On April 2, 1869, he was reinstated by Gen.
. A. S. Webb, in charge of the first military dis- trict before the arrival of Gen. Canby (Special order 66). On September 8, 1869, General Canby appointed Gilbert C. Walker governor to take effect September 21, 1869, "vice H. H. Wells, resigned," (General order 104).
Gilbert C. Walker. September 21, 1869-January 1, 1874. G. C. Walker was elected for the term beginning January 1, 1870. By general order 104, he was appointed to take office on Septem- ber 21, 1869.
James L. Kemper. January 1, 1874-January 1, 1878.

The delegates who served in the convention of May, 1776, were members of the October session. There were numerous changes, due to death, resignation, acceptance of new offices, and sickness. The list as it appears under the convention is printed, with the necessary changes.

Henry Taylor Joseph Cabell, of Amherst, was elected a delegate in place of William Cabell, elected to the senate. Philip Pendleton and Thomas Hite, of Berkeley, were chosen to take the places of Robert Rutherford, elected to the senate, and William Drew, who had accepted another office.
Birkett Davenport, of Culpeper, was elected to take the place of Henry Field who had accepted an appointment in the continental army.
The place of George Brooke, of King and Queen, chosen a senator, was filled by Thomas Coleman. Tarlton Fleming, of Goochland, took the place of Thomas Mann Randolph, elected to the senate. Armistead Russell, of New Kent, was selected to fill the place of Bartholomew Dandridge, elected to the council.
Garland Anderson, of Hanover, was selected in place of Patrick Henry, elected governor. On July 17, 1776, an election was ordered, and Joseph Prentis was chosen to succeed George Wythe, of Williamsburg, absent at the continental congress.
Corbin Griffin was chosen from York county in place of Dudley Digges, who had been selected a member of the council.
Henry Lee, of Prince William, had been elected senator; Jesse Ewell was elected delegate in his place. Benjamin Harrison, of Charles City, was a delegate to congress, and Samuel Harwood was elected to the House in his place. Harrison was present at the beginning of the October session.

Mann Page, Jr., of Gloucester, took the place of Thomas Whiting, who became commissioner of the navy. Mann Page, of Spotsylvania, was also a delegate.
Thomas Nelson, of York, was elected a delegate to congress. William Digges, of York, was present, and possibly succeeded him, though there is no election return.
In place of Archibald Cary, of Chesterfield, elected a senator, John Boiling was chosen. Edmund Ruffin, of Prince George, was selected to fill the place made vacant by the death of Richard Bland, Oct. 28. (Hening, v. 9, p. 230.)
James Henry, of Accomac, was elected to fill the place made vacant by the election of Isaac Smith to the senate.
James Holt, of Norfolk county, having been chosen to the senate, Matthew Godfrey was elected to fill his place in the house.

The question was raised whether John Corbley, of Monongalia, was eligible, he being a minister of the gospel. It was shown that he was a minister, though without pay. The house declared his election void, and a new writ was ordered (H. j. Nov. 1, 1777.)
Edmund Pendleton being elected to the high court of chancery Jan. 14, 1778, there was a vacancy in the house from Caroline (H. j. Jan. 14, 1778).

Authorities: There are no election certificates, no pay vouchers, and no oaths preserved of the May and October sessions of 1779. The principal authority has been the journal 01 each session. In several in- stances, however, the information from the journals is incomplete, and it has been necessary to use the list in the Virginia almanac for 1780.

W. R. W. Curie, of Norfolk borough, was elected a judge of the court of admiralty (H. j. June 9, 1779). He was succeeded by John Hutchings.
A writ was ordered for an election in York to fill the place of Gen. Nelson (H. j. May 7, 1779). Gen. Nelson seems not to have been succeeded, for he was a member of this assembly as late as Dec. 22, 1779. There are several references to Innes of York, and Innes of Yohogania, in committee appointments, in the May session. There is no further proof that Innes of York was a delegate in either the May or October sessions. If this was James Innes of York, his appointment as a member of the board of war would have made a vacancy in the York delegation.
The election of Richmond Allen, of New Kent, was declared illegal and void, and a new election order- ed. (H. j. May 19, 1779).
Thomas Jefferson, of Albemarle, was elected governor June 1, 1779. An election was ordered June 26, (H. j. June 26; 1779) to fill the vacancy. George Gilmer was elected in his place.
Thomson Mason, of Elizabeth City, resigned June 9, but the resignation was not accepted (H. j. June 9, 1779). He accepted a coroner's commission, and in this way created a vacancy in the house. An election was ordered Oct. 16, (H. j. Oct. 16, 1779). The best evidence we have of a successor is the appearance of the name of William Henrv in the place of Elizabeth City, in the list of voting members, Dec. 3, 1779. (H. j. Dec. 3, 1779).,
The name of Harry Gaines appears in the list of Dec. 3, and he probably succeeded Abraham Penn, of Henry, who had become an escheator (H. j. Oct. 13, 1779).
Beverley Winslow, of Spotsylvania, accepted the office of canal commissioner (H. j. Oct. 13, 1779). George Stubblefield was his successor.
An election was ordered to fill the vacancy in Fluvanna, Thomas Napier having become an escheator (H. j. Oct. 13, 1779).
Edmund Read, of Charlotte, accepted a military commission (H. j. Oct. 13, 1779). He was succeeded in the house by John Watkins.
An election was ordered to fill the place of Thomas Hite, of Berkeley, deceased (H. j. Oct. 13, 1779).
Francis Peyton, of Loudon, accepted the office of land commissioner (H. j. Oct. 13, 1779). Levin Powell, of Loudoun, accepted the position of deputy register of the land office (H. j. Oct. 19, 1779). Josiah Clapham succeeded one of these. He was present Dec. 3, 1779.
Charles Carter, of Stafford, became sheriff (H. j. Oct. 13, 1779). An election was ordered Oct. 13.
Jesse Cogbill, of Chesterfield, became an escheator. An election to fill the vacancy was ordered Oct. 19, 1779.
Richard Mitchell, of Lancaster, became coroner. The name of James W. Ball appears in the voting list of Dec. 3, 1779, in the place of Lancaster county, and it is probable that he was the successor of Mitchell. There is no other evidence.

Gen. Andrew Lewis had been elected a member from Botetourt, but his seat became vacant on his election to the council (H. j., June 5, 1780).
Wilson Miles Cary, of Elizabeth City, was declared ineligible on account of non-residence (H. j., June 3, 1780).
Francis Lightfoot Lee, of Richmond County, was declared ineligible because he had neglected to take the oath of allegiance to the state before election (H. j., May 12, 1780). He was succeeded by Williamson Ball.
Thomas Moore, of Middlesex, was disqualified on the ground of non-residence. He was, however, present in the March, 1781, extra session (H. j., June 2, 1780).
Thomas Mann Randolph succeeded Thomas Underwood, of Goochland, who had become sheriff.

There is a pay voucher for William Pasteur, of the Elizabeth City district for attendance in the May session of 1780. John Cary succeeded him, being paid for the March, 1781, session.
David Mason succeeded Augustine Clairborne in the Dinwiddie district in the preceding year. The auditor's account book shows him a member, also for some time in 1780. He was succeeded, in 1780, by John Jones.

The voucher does not state the county Michael Wallace represented, but it is likely that it was King George.
Isaac Davis, of Albemarle, accepted the position of deputy commissioner of provisions, and by so doing was disqualified (H. j. Nov. 21, 1781). He was succeeded by Thomas Jefferson, who was in attendance from Dec. 10to22d. On Dec. 19, 1781, he resigned as delegate to congress (H. j. Dec. 19, 1781).
An election was ordered for Elizabeth City, there having been no sheriff at the time of the regular election (H. j. Nov. 19, 1781)
The seat of Thomas Nelson, of York, became vacant, upon his election to the governorship in June 1781.
There is a voucher of James Garrard for attending the May session, 1781, but the county he represented is not given; there is also a voucher of Henry Peyton for 6 days attendance in May, 1781, session but the county is not mentioned: there is also a voucher of James Wells (Wills) for attending the October session, 1781. without name of county.
The journal (p. 7) shows that Samuel Richardson was present: the county he represented cannot be determined

Benjamin Haley, of Orange, was disqualified in theMay session, not having taken the oath of allegiance. A second election was held, at which time he was chosen again.
William Peachey, of Lancaster, was elected a senator; he was succeeded in the house by James Gordon, who, becoming sheriff of Lancaster, was succeeded by John Heath, Jr.
Henry Field, of Culpeper, became sheriff, and was succeeded in the house by James Pendleton.
The seat of James Monroe, of King George, became vacant on his election to the council.
William Gatewood succeeded Meriwether Smith, of Essex, elected to the council.

Though J. McCraw, of Halifax, was expelled in the previous session, the house allowed him to be a member the present session, having been reelected (H. j. May 30, 1783).
The election of Gabriel Jones, of Rockingham, was declared legal (H. j. June 3. 10, 1783), also the elec- tion of John Powell, of Fluvanna, (H.j.June 16, 1783),and Isaac Zane, of Shenandoah, (H. j.June 16, 1783).
James Kee, of Surry, having become commissioner of tax, an election to fill the vacancy was ordered (H. j. Nov. 18, 1783); he was succeeded by John Allen.
An election was ordered to fill the vacancy caused by the death of John Heath, of Northumberland, (H. j. Nov. 26, 1783).
There is a pay voucher of Edmund Read, of Charlotte, showing that he represented the county during part of the October session.

An election was ordered to fill the place of Thomas Gaekins, of Northumberland, who had been elected sheriff (H. j. Oct. 24, 1785). Anthony Beachum was chosen in his place. .
An election was ordered to fill the vacancy caused by the choice of Henry Tazewell, representing Williamsburg, to a seat on the general court (H. j. Oct. 24, 1785). James Innes was the delegate selected in bis place.
Arthur Lee, of Prince William, was disqualified on the ground of holding an office of profit in the service of the U. S. (H. j. Nov. 1, 1785). Daniel Carroll Brent took his place.
An election was ordered to fill the place of William Brent, deceased, of Stafford, (H. j. Oct. 24, 1785). John Francis Mercer took his place.
Benjamin Harrison, of Charles City, and late governor, was allowed to retain his seat as a delegate from Surry, to which county he had removed (H. j., Nov. 3, 1785).

Thomas Pindall, of Monongalia, was declared ineligible, and a new election was ordered (H. j. Oct. 26, 1786). Pindall petitioned the house for reinstatement (H. j. Oct. 30, 1786), but the petition was rejected (H.j.Oct. 31, 1786).
George Pegram, of Dinwiddie, was declared ineligible, and a new election ordered (H. j. Nov. 1, 1786); he was reelected at once, but the house a second time declared him ineligible (H . j. Dec. 27, 1786).
John Lyne, of King and Queen, was declared eligible (H . j. Nov. 9, 1786).
George Mason, of Fairfax, was elected to this assembly but was not present.
Owen Davis, who was present in the later days of the session, probably represented Monongalia in place of Pindall, declared ineligible; there is no pay voucher or election return to show this, the only evidence being the place of his name in the voting list in the journal, which is always arranged by counties.
Andrew Hines was the only delegate from Nelson (in Kentucky) : the election return shows no other.
John Cropper was the only delegate present from Accomac; the only authority for Thomas Parramore of Accomac is the Virginia almanac for 1787. There is no election return, and no pay voucher for Parramore.
Samuel Griffin was chosen to represent Williamsburg on Dec. 16, 1786, in the place of James Innes who had been elected attorney-general.
